The ethical characters people in the society generate in the incidence of many actions and reactions social, cultural, and even political society. where social morals daily by assembly’s, has turned into a custom and even sometimes law, governments also affected by this process, a special role will play in the national and international politics. With regard to the specific ethical and social characteristics of Iranian society, which has stem from several of components also, and attention to the government’s response to this issue and also their affected of amount be thorough from ethical and culture qualification in the society. In fact, social behavior in people in the society can be considered resounding success that political behavior under the influence of the government. Though factors for national interests, national security, and the international community. . . In the political behavior governments has an important and sensitive, but the increasing role cannot be passed in character and social on this issue.This article is trying to sort of reaction relationship and political behavior governments in internal and external action in social and moral search briefly, and the components of effective in this regard
